Khaled's story of the Turkish Refugee camp.
Khaled: Need to trust beneficiaries to "cook for themselves" rather than cook for them (Turkish refugee camp story); now there are no complaints (12/19/14 WHS WG meeting)

When hot meals were handed out, lots of complaints about the food, even though this is a basic humanitarian service. When we gave them supplies and let them cook for themselves, the complaint disappeared

Message to IT from the Turkish refugee story: provide tech components to citizens rather than the finished app
